The Turtle Creek Valley Council of Governments engages in multi-municipal planning efforts at the request of our member towns. Typically our role is to achieve consensus among participants, apply for grant funds, secure the consultant and administer the contract.
Community Development Block Grants are Federal HUD funds that come through the Allegheny County Department of Economic Development. All funding decisions are made by the county in accordance with HUD and Allegheny County regulations and guidelines.
The Turtle Creek Valley COG acts as an administrative agency on behalf of our participating member municipalities. It is the responsibility of the Community Development Coordinator to work with Allegheny County staff and Municipal staff to oversee the program from the initial pre-application phase to the final payment to the contractor and/or consultant. In 2008, the COG successfully administered approximately $3 million in CDBG funds on behalf of our members.
We are able to offer sewage and refuse billing service to municipalities at the cost of postage (.27 cents per bill) plus a nominal charge for card stock, saving our users thousands of dollars. We do this by incorporating a $1.25 charge into the price of each bill. (Therefore, this charge is paid by each property owner/resident.)
Payments come to the COG office and we handle all calls and questions. Delinquent accounts are forwarded to your delinquent collector.
As part of this service, we supply municipalities with detailed reports that includes information such as: Billing, Payment and Delinquent Reports; and Street Listings.
This service includes the payment of bills twice per month (check registers included), and end of month information such as journal entries, adjustments, a trial balance report, and a budget comparison report.
This service includes generation of payroll checks (or direct deposit) to each employee, W-2 forms, Payroll Reports, Quarterly Reports and generation of liability checks for things such as child support.

The TCVCOG operates a shared public works department between Braddock Borough and Rankin Borough. It’s a small department that has four employees; one foreman and three laborers, and a budget of $265,000. The department is supported by fees from the two participating boroughs.
Additional support from legislators has been instrumental in replacing out-dated, unsafe equipment, and has allowed the Public Works department to continue to provide essential services such as snow removal.
